Analysis of the population with disabilities in the official educational institutions of the district of Cartagena

Education is a universal right enshrined in the universal declaration of human rights, this right transcends races, religions, etc. Nowadays, most public and private institutions only provide this service for kids who do not have any type of disability, making education exclusive of those who do not meet the established standards. In Colombia, the ministry of education regulates the Educational Attention of the Population with Disability through decree 1421 of August 29, 2017. Cartagena de Indias is one of the cities where the implementation of the norm initiated in 12 official institutions with the highest report of Students with Disability in the SIMAT Enrollment system. The objective of this article is to analyze the enrollment for the educational attention of the population with disabilities in the Official Educational Institutions within the framework of the inclusive school program, which is a project of the district education secretary. It was evidenced in this analysis that the largest community with disabilities is in the urban area, the largest type of disability found was cognitive and there is a large population with some specific need for pedagogical support that is not yet determined and is outside of the information system used for enrollment in the district of Cartagena.
